IMO, there is no longer any reason to be troubled by sticky valves.

I use Ultrasuede (artificial leather) valves.  In its natural state, ultrasuede is too floppy and soaks up moisture.  However, by compressing part of its length it can be made stiffer/springier near the rivet end and remain soft and textured at the tip.  By applying fabric guard, it can be made waterproof. 

I use Johnson's paste floor wax on the reedplate under the valve. Think about how water behaves on the waxed hood of your car. 
I believe that wax helps three ways:
1. Not as much condensation forms on the waxed surface.  
2. Condensation beads up and doesn't wet the plate.  This prevents surface tension from grabbing the valve.
3. The beads of condensation blow away.

Although the effect will wear off in a few minutes of playing, it helps to start with a warm harmonica. 

If you send me a self-addressed stamped envelope, I'll return to you a few free, sample, compressed and waterproofed ultrasuede valves and a sample of wax.  You can try these on the notes that stick worst.   I'm confident that they will cure your problem.  I request that you report your results...good or bad...on Harp-l if you like. I'm very interested in whether of not your experience is the same as mine.

I use GS Hypo glue.  The glue works OK and it comes in a tube with a neat little needle dispenser.  There is a wire on the cap that goes down the needle bore to prevent clogging.  You can apply a tiny drop and not waste a bit.
